Whether it\u2019s hospitality or construction, industries have been struggling to find staff as net migration dropped. There\u2019s been concerns around <a href=\"https:\/\/employmenthero.com\/nz\/resources\/brain-drain-in-new-zealand\/\" rel=\"noopener\" target=\"_blank\">\u2018brain drain<\/a>\u2019, where valuable skilled workers leave for other shores.\n\nIf your business is one of those, we\u2019ve got some good news for you. It looks like immigration of skilled workers is picking up, gradually. Let\u2019s break down where it started and where it\u2019s going.\n<h2 id=\"when-did-concerns-about-brain-drain-begin\">When did concerns about brain drain begin?<\/h2>\nWhen the Covid pandemic seized the world in 2020, New Zealand took the most radical form of self-isolation and turned the country into a giant bubble. People could leave, but they couldn\u2019t return without a heavily-managed quarantine stay. Many visas were put <a href=\"https:\/\/www.rnz.co.nz\/news\/what-you-need-to-know\/476618\/resident-visa-categories-reopen-what-you-need-to-know\" rel=\"noopener\" target=\"_blank\">entirely on pause<\/a>, leading to significant queues in the system. Everyone held tight, and waited to see how the pandemic would proceed.\n\nWhen New Zealand opened up to the world again, it became apparent the labour market had <a href=\"https:\/\/www.stuff.co.nz\/business\/opinion-analysis\/300340227\/no-quick-fix-for-new-zealands-labour-market-mess\" rel=\"noopener\" target=\"_blank\">shrunk in certain industries<\/a> without the usual flow of immigrants to the country. While migration started back up, it started up very slowly.\n\nIn October 2022, <a href=\"https:\/\/www.stats.govt.nz\/topics\/migration\" rel=\"noopener\" target=\"_blank\">Stats NZ<\/a> reported that the country had seen negative net migration for almost 18 months. This is very unusual for New Zealand, since prior to this, arrivals to the country topped departures for almost a decade.\n\nBusinesses reported significant <a href=\"https:\/\/nzil.co.nz\/news\/data-shows-nz-has-a-labour-shortage-not-just-a-skills-shortage\/\" rel=\"noopener\" target=\"_blank\">labour and skills shortages<\/a>. In fact, these shortages were named the biggest concern in the 2022 <a href=\"https:\/\/issuu.com\/apn_mediaservices\/docs\/nzh_moodoftheboardroom_sep2022\" rel=\"noopener\" target=\"_blank\">Mood of the Boardroom report<\/a>.\n<h2 id=\"how-has-the-situation-changed\">How has the situation changed?<\/h2>\nIt\u2019s fair to say that in the last few months migration has bounced back much faster than expected, to the point that arrivals on shore are now exceeding those people leaving. There was a net gain of 86,800 people in the year ended June, the biggest since May 2020.\n\nAccording to <a href=\"https:\/\/www.rnz.co.nz\/news\/business\/495761\/migration-net-gain-of-86-800-in-year-to-june-is-largest-in-three-years\" rel=\"noopener\" target=\"_blank\">Radio New Zealand<\/a>, \u201cit was made up of a record net gain of 121,600 non-New Zealand citizens and a net migration loss of 34,800 New Zealand citizens.\u201d This is <a href=\"https:\/\/www.hcamag.com\/nz\/specialisation\/recruitment\/number-of-migrants-arriving-in-new-zealand-above-long-term-average-report\/449324\" rel=\"noopener\" target=\"_blank\">generally consistent<\/a> with pre-Covid-19 immigration patterns.\n\nThere are a few reasons why migration is back up. Under <a href=\"https:\/\/thespinoff.co.nz\/the-bulletin\/23-05-2023\/welcome-to-the-immigration-resurgence\" rel=\"noopener\" target=\"_blank\">significant pressure from the business communit<\/a>y, the Government eased up on immigration settings in 2023. They introduced <a href=\"https:\/\/www.newshub.co.nz\/home\/politics\/2022\/10\/government-reopens-skilled-migrant-parent-resident-visas-as-businesses-face-recruiting-difficulties.html\" rel=\"noopener\" target=\"_blank\">specific categories<\/a> in an attempt to tackle areas of significant labour shortage and started reaching out overseas again to advertise migration to New Zealand. They also lifted <a href=\"https:\/\/www.hcamag.com\/nz\/specialisation\/recruitment\/number-of-migrants-arriving-in-new-zealand-above-long-term-average-report\/449324\" rel=\"noopener\" target=\"_blank\">pay and advertising requirements<\/a>.\n<h2 id=\"what-does-this-mean-for-new-zealand-businesses\">What does this mean for New Zealand businesses?<\/h2>\nIf you run a business that has been struggling to recruit staff, this likely comes as good news. It certainly could lead to easier recruiting in the long term, with more people in the labour market.\n\nHowever, it\u2019s important that you\u2019re aware of your visa requirements. The immigration system can be tricky to navigate, whether it\u2019s becoming an \u2018rel=&#8221;noopener&#8221; target=&#8221;_blank&#8221;>Accredited Employer\u2019 or hiring based on the <a href=\"https:\/\/www.immigration.govt.nz\/new-zealand-visas\/already-have-a-visa\/one-off-residence-visa\/2021-resident-visa-scarce-lists\/long-term-skill-shortage-list\" rel=\"noopener\" target=\"_blank\">skills shortage lists<\/a>.\n\nIt\u2019s also critical for compliance that you are meeting all your expectations as an employer of staff from overseas.
