fourth.\n\nThe Wellbeing Budget is founded on the idea that financial prosperity alone is not a sufficient measure of the quality of life. This in contrast to GDP \u2014 gross domestic product \u2014 which is increasingly being regarded as a blunt tool that is no longer fit for purpose in modern economies.\n\nWith the rise in \u2018Wellbeing Economy\u2019 governments, let\u2019s explore the implications and opportunities for small businesses.\n<h2 id=\"what-is-a-wellbeing-budget\">What is a wellbeing budget?<\/h2>\nA wellbeing budget recognises that it is important to be able to measure economic growth and transactions, but that GDP has become a misleading proxy for human progress and fulfilment.\n\nIncreasingly, economists argue that GDP is not particularly inclusive. Many key sectors are excluded from the calculation, including unpaid labour, caring, volunteering, and environmental protection. And rather than see environmental harms as <em>costs<\/em>, GDP views pollution, crime, environmental disasters, as well as the health costs associated with smoking, as <em>\u2018growth\u2019 <\/em>simply because they generate spending.\n\nA wellbeing budget therefore seeks to include and measure important and meaningful aspects of human experience, putting the wellbeing of citizens at the heart of government policies.\n\nWellbeing budgets are designed to use social and environmental indicators, along with economic and fiscal ones, to guide a government\u2019s investment and funding decisions. It doesn\u2019t automatically replace GDP, but can give a more holistic view of what a thriving society looks like.\n<h2 id=\"what-is-measured-in-a-wellbeing-budget\">What is measured in a wellbeing budget?<\/h2>\nWellbeing budgets are unique to the governments and societies that they are designed to serve. However, to date, the most developed concept so far comes from New Zealand.\n<h2 id=\"\"><img loading=\"lazy\" decoding=\"async\" alt=\"New Zealand Auckland skyline\" class=\"alignnone size-full wp-image-8186\" height=\"800\" src=\"https:\/\/employmenthero.com\/sg\/wp-content\/uploads\/2022\/12\/new-zealand-auckland-skyline.jpg\" width=\"1200\" srcset=\"https:\/\/employmenthero.com\/sg\/wp-content\/uploads\/sites\/3\/2022\/12\/new-zealand-auckland-skyline.jpg 1200w, https:\/\/employmenthero.com\/sg\/wp-content\/uploads\/sites\/3\/2022\/12\/new-zealand-auckland-skyline-300x200.jpg 300w, https:\/\/employmenthero.com\/sg\/wp-content\/uploads\/sites\/3\/2022\/12\/new-zealand-auckland-skyline-1024x683.jpg 1024w, https:\/\/employmenthero.com\/sg\/wp-content\/uploads\/sites\/3\/2022\/12\/new-zealand-auckland-skyline-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/h2>\n<h2 id=\"what-is-new-zealands-wellbeing-budget\">What is New Zealand\u2019s Wellbeing Budget?<\/h2>\nIn 2019, New Zealand\u2019s Labor government, led by Prime Minister Jacinda Ardern, launched a budget aimed at tackling some of the long-term challenges the country faces, including domestic violence, child poverty, and housing.\n\nThis was the world\u2019s first \u2018Wellbeing Budget\u2019, and was developed with reference to over 60 indicators highlighted within the New Zealand <a href=\"https:\/\/www.treasury.govt.nz\/information-and-services\/nz-economy\/higher-living-standards\/our-living-standards-framework\" rel=\"noopener\" target=\"_blank\">Treasury\u2019s Living Standards Framework<\/a> (LSF), which measure current wellbeing (income, housing, security, education health etc.); and future wellbeing (land use, skills and knowledge, health, natural and social environment).\n\nImportantly, New Zealand\u2019s Wellbeing Budget is also underpinned by a second framework: the He Ara Waiora, meaning \u201cpathway to wellbeing\u201d. Together these frameworks centre around the three core concepts of current wellbeing, inequalities and future wellbeing.\n\nWhereas the traditional Budget Policy Statement focused on an analysis of economic indicators for the framing for the budget priorities such as GDP, inflation, and unemployment, the wellbeing budget bases its spending priorities on a scan of wellbeing. The most recent budget seeks to prioritise five key areas:\n<ul>\n<li aria-level=\"1\">Improving mental health;<\/li>\n<li aria-level=\"1\">Reducing child poverty;<\/li>\n<li aria-level=\"1\">Addressing the inequalities faced by indigenous M\u0101ori and Pacific island people;<\/li>\n<li aria-level=\"1\">Thriving in a digital age; and<\/li>\n<li aria-level=\"1\">Transitioning to a low-emission, sustainable economy.<\/li>\n<\/ul>\nIt is designed to work across government departments to assess, develop and implement policies that improve wellbeing, focusing on outcomes that meet the needs of present generations as well as considering the needs of future generations. It also tracks progress in relation to the health of people, communities, the environment and public finances.\n\nIt\u2019s important to note that economic and fiscal forecasts are still part of the budget policy statements, however they&#8217;re now presented towards the end of the budget policy statement, rather than as the overarching frame.\n<h2 id=\"how-do-wellbeing-budgets-affect-businesses\">How do wellbeing budgets affect businesses?<\/h2>\nIt\u2019s still very early days when it comes to how wellbeing budgets affect businesses. Metrics, monitors and measures are still being developed. However, we can glean some insights from New Zealand\u2019s experience.\n\nOne notable consequence is that \u2018wellbeing\u2019 has become a common household term.
