Role Overview:

The Commercial Manager will play a pivotal role in driving profitability and enhancing overall business performance.

Responsibilities:

  • Develop and implement commercial strategies that support the growth of social housing retrofit and decarbonisation programmes.
  • Manage the commercial performance of retrofit, refurbishment, and planned investment contracts across social housing portfolios.
  • Monitor project budgets, forecasts, and cost plans to ensure effective financial control and contract profitability.
  • Lead negotiations with clients, subcontractors, suppliers, and delivery partners to secure commercially advantageous outcomes.
  • Support bid submissions and framework opportunities relating to SHDF, ECO, decarbonisation, and public sector retrofit programmes.
  • Work collaboratively with operational, technical, and delivery teams to ensure successful project delivery in line with PAS 2035 and client KPIs.
  • Build and maintain strong relationships with housing associations, local authorities, local health boards, and public sector stakeholders.
  • Analyse market trends, government funding opportunities, and sector developments within retrofit and sustainability.
  • Prepare detailed commercial reports, valuations, risk assessments, and performance reviews.
  • Ensure compliance with contractual obligations, procurement regulations, health and safety requirements, and industry standards.
  • Support continuous improvement initiatives that enhance resident satisfaction, sustainability outcomes, and operational efficiency.

You Will Need:

  • Proven experience in a Commercial Manager or senior commercial role within social housing retrofit, planned maintenance, refurbishment, or decarbonisation projects.
  • Strong understanding of PAS 2035, retrofit coordination principles, and energy efficiency improvement programmes.
  • Demonstrable experience working with local authorities, housing associations, government bodies, local health boards, and public sector clients.
  • Knowledge of SHDF, ECO funding streams, and wider social housing sustainability initiatives.
  • Proven track record delivering commercial, residential, educational, healthcare, and public sector refurbishment programmes.
  • Strong financial and commercial acumen with experience in cost management, forecasting, valuations, and risk mitigation.
  • Excellent negotiation and stakeholder management skills.
  • Ability to build trusted client relationships and identify opportunities for contract growth.
  • Exceptional communication, analytical, and organisational skills.
  • Ability to work independently and collaboratively in a fast-paced, delivery-focused environment.
